ACT Shelter feedback on Affordable Community Housing Land Tax Exemption Scheme – Household Income Limits Review (August 2025)
ACT Shelter supports affordable housing as an important component of a fair and functional housing system, providing lower-cost rental options for low and moderate-income households who experience housing stress but may not qualify for social housing. However, affordable housing policies and subsidies must be evidence-based, equity-focused and carefully targeted to ensure finite public resources are directed toward households in genuine housing need, rather than shifting benefits toward higher-income groups. ACT Shelter supports reviewing affordable housing income thresholds where justified, but emphasises the importance of maintaining clear policy objectives and avoiding a widening gap between eligibility for social housing and entry points for affordable housing programs.
